Kuki-Zo Groups Sign Peace Pact With Centre, Manipur’s Territorial Integrity To Be Maintained

In a significant step towards restoring peace in Manipur, two prominent Kuki-Zo groups — the Kuki National Organisation (KNO) and the United People’s Front (UPF) — signed a re-negotiated Suspension of Operations (SoO) agreement with the Centre and the Manipur government on Thursday.

The pact commits all parties to maintaining Manipur’s territorial integrity, relocating designated Kuki camps away from conflict-prone areas, and ensuring cooperation with security forces to bring stability to the violence-hit state.

What The Pact Includes

  • Relocation of Camps: Seven designated camps of the Kuki groups will be moved away from sensitive zones. Weapons will be kept with nearby CRPF and BSF camps.

  • Peace Commitment: The KNO and UPF agreed to abjure violence, end ties with any armed groups, and follow the Constitution and laws of India.

  • Joint Monitoring: A monitoring group will oversee the implementation of the agreement, and violations may lead to a review of the pact.

  • Opening of NH-02: The Kuki-Zo Council will allow free movement of commuters and essential goods along National Highway-02, a crucial demand of valley residents.

Background of the Conflict

Manipur has been reeling under ethnic clashes since May 3, 2023, when violence broke out between the Meitei and Kuki communities. Over 260 people, including civilians and security personnel, lost their lives in the unrest. The state has remained under President’s Rule since February 13, 2025, after the Chief Minister N Biren Singh resigned.

The Suspension of Operations (SoO) pact, first signed in 2008, had not been renewed since February 2024 due to ongoing strife. Thursday’s agreement revives it for one year.

Officials stated that the pact would be followed by tripartite dialogue with the KNO and UPF to work towards a political settlement under the Constitution. Both groups pledged not to carry out offensive operations like ambushes, raids, kidnappings, or extortion.

Prime Minister Narendra Modi is expected to visit Manipur next week, his first visit since the violence erupted, signaling the Centre’s commitment to restoring peace and normalcy in the region.
